      The INDEX directory contains an PDS index for this archive
volume (INDEX.TAB) and its detached PDS label (INDEX.LBL).

      The INDEX.TAB file is an ASCII file.  Each line (or record) in
the INDEX.TAB file contains information about a single data file in
the archive volume.  Each line is made up of comma-delimited
fixed-length fields.  Character strings are enclosed by double quotes
and are left-justified within the quotes.  Integer fields are
right-justified.  Three fields contain date/time information in UTC
(GMT).  The date/time format is the ISO standard.
