    RELAB's bidirectional reflectance spectrometer is able to measure
    near-ultraviolet, visible, and near-infrared spectra relative to Halon
    over a nominal spectral range of 0.32 to 2.55 microns, with an
    instrumental error of less than 1/4% in reflectance.  This instrument
    uses an InSb detector for the infrared region and a photomultiplier tube
    for the visible to near-infrared region, and allows for variable incident
