      time for a specific data measurement, add the milliseconds time offset, found in this
      single-record table TimeOffsets for the data measurement column of interest, to the recorded
      time stamp in the first column of the RawData record containing the data measurement of
      interest. These sampling-rate-adjusted delay times or offsets were calculated using the mean
      ALSEP frame duration for this day of year.</description>
