IFMS had a special configuration: 
IFMS NN12 and NN13 D1 were used for open loop
Consequently, IFMS NN12 and NN13 Doppler 1
and IFMS NN12 and NN13 AGC2 files should be missing
THIS IS NOT A MISTAKE
