The NOPE is investigating. The DSN Keyword file for the bistatic radar experiment predicted that the S-Band carrier would be turned on at 15:18:14 (Earth receive time) and then off at 15:18:20. Instead, the S-Band signal was present throughout the entire experiment period and at least an S-RCP surface echo is visible in the quick-look plots. Both X-RCP and X-LCP have strong surface echoes.
