Prior to Orbit Insertion we had discussed the relative value of various files in constructing the NAIF E-kernel and had concluded that the DKF was a subset of the SOE; therefore, it did not need to be added separately to the E-kernel and Radio Science did not need to archive it separately. Evidently, this was not true, and we should have been collecting and archiving the DKF on a routine basis. The differences between the DKF and the SOE appear to be in subtle DSN events that matter to radio scientists but not necessarily to people working in telecommunications. For example, the difference detected in Sunday's files was a note that the diplexer, which is "out" for the bistatic radar observations to maximize receiver sensitivity, would be returned to its normal position at 11:35. The event is clearly noted in the DKF, but is missing in the SOE. Presence of the diplexer can raise the receiver system temperature from 20K to 30K -- a significant difference. Changes in system temperature have been noted in open loop data for years, and we have often not been able to find the cause. Had we been collecting DKFs, the situation might have been different. We have downloaded the entire collection of DKFs from the FIS. This set begins on 2000/357. We will write software to generate PDS labels for the files that cover the MGS Extended Mission, and we will begin including them in our archive. Whether we can recover DKFs from earlier times remains to be seen. Files from late 2000 and the first month of 2001 will be added to our Mapping archive when we resolve errors and omissions. We will contact NAIF regarding the E-kernel.
