This file was lost in the RMDCT archive, but was recently recovered by Margie Medina. Ricardo Torres has responded to our comments regarding DKF events not captured in the SOE as follows. It appears that we may not have missed as many events as originally thought; but it might have been better to have collected and archived the DKF from the beginning. In the meantime, we downloaded the 161 DKF files on the MGS FIS yesterday and will begin writing software to handle them shortly. These start on 2000/357. Because there is no bistatic radar block (that would have gone through testing, tweaking and then approval), inconsistencies in the amount of information provided in the SOE and DKF will occur. When a keyword is manually issued to the DKF (as in the case of bistatic radar mini sequence), there is no automatic note or event embedded in the SOE. This level of fidelity comes from a block with modeling. It is critical that the DSN be properly advised of these unique events, therefore, at times much more effort and time is put into the DKF than the SOE.
