This is the same 70 s modulation that we have seen previously (see HEA2022A.TXT), though the amplitude this time is weaker than in some of the other cases. All data from DSS 14 have spurs at multiples of 120 Hz on either side of the carrier. Formal SNR for these observations is 6-8 dB below expected values, though this may result from presence of spurs in the windows used to calculate noise power. Spurs have been seen in all previous DSS 14 RSR data (see HEA2023A.TXT). Data from occultation 12906e (DSS 65, start time 2002/026-19:53:00) have a 0.5 dB amplitude increase about 20 s after egress. Most of the data from DSS 65 on 2002/027 have +/-1 dB oscillations with periods 30-40 s on both carrier and noise levels. Symptoms are consistent with an amplifuer that has oscillating gain near the front end of the system. Data from occultation 12926e (DSS 45, start time 2002/028-11:08:00) have +/-0.3 dB random oscillations in carrier amplitude.
