Data collected from DSS 65 occultation 13988i (start time 2002/115-08:30:00) had a +1 dB step in the noise level about 2 min after ingress. Data from DSS 65 occultation 13991i (start time 2002/115-14:23:00) had +/-0.2 dB random fluctuations in the free-space carrier amplitude. The last two measurements from the DSS 65 pass, occultation 13993i and 13994i (start times 2002/115-18:19:00 and 20:17:00) had SNR levels 1 dB lower than expected, possibly due to approaching EOT. Data collected from DSS 25 occultation 13998i (start time 2002/116-04:08:00) had SNR levels 2 dB lower than expected and +/-0.3 dB random fluctuations in the carrier amplitude. This was the last measurement in the pass. Joe Twicken has computed estimated USO frequencies for three days in question. Stuart's original request and Joe's reply follow (both slightly edited): Demcak: Lately, we have been having somewhat more difficulty than usual fitting the one-way Doppler in our MGS NAV solutions. One of the possible (although unlikely) problems might be changes in the USO frequency. I asked Steve Odiorne (LMA) if I could query the TDS for this information, but he said that it was not available there. However, he said that you keep a daily log of this information. Would it be possible to get this information for the period 15-APR-2002 15:20:00 to 17-APR-2002 12:00:00 (DOY 105-108) ? Hopefully, a quick look at these data would allow us to rule out USO frequency fluctuations as the cause of our Doppler fit problems. Twicken: Below are my estimates of the USO frequency for the given dates. I make one frequency estimate for each occultation recording. In cases where occultations are recorded at multiple stations, I have saved the frequency estimate from the recording with the lowest Allan deviation. RSR2A used the currently approved software; RSR3A used updated software. Joe Twicken has completed Allan Deviation comparisons, and this is his (slightly edited) report. We understand, based on these and other tests, that the new software will be installed on the remaining RSRs throughout the DSN shortly. We mentioned in Health Report HEA2108A.TXT that data from software tests conducted during occultations 13886i through 13888i were not expected to be identical, but that results of quick look processing were essentially indistinguishable. I went ahead and investigated the frequency stability of the recordings using the latest NAV trajectory reconstruction (spk_m_020412_OD13829-13917_rec_V1). The results may be found in the tables below. Based on these measurements of Allan Deviation, I also fail to see any significant difference between the performance of RSR2A and RSR3A. Though there was quite a bit of difference in frequency stability from one occultation to the next, there was not any appreciable difference in stability between the two RSR's at any integration time for any of the occultations.
