Aseel Anabtawi found the necessary data collection files loaded, but no evidence that they had executed or that data had been collected. She assumes an operations error, but is unable to pinpoint the cause more specifically. All occultations were affected, but the character of the oscillations changed from large amplitude (1-2 dB peak-to-peak) 7 s oscillations on 16890i to moderate amplitudes with very stable, but dual frequency, structure during 16892i. The carrier level on 16899i is also about 4 dB low, but the carrier on 16900i is only 2-3 dB below expectations. Since neither of these were low elevation observations, it is not clear what caused the signal degradation. The DSS 65 recording starting at 2002/352-13:22:00 missed 16902i when the ground antenna stopped its scheduled tracking about 3 minutes before ingress. The occultation was successfully captured at DSS 25, however.
