The fluctuations were seen over the entire recording interval, including before telemetry turned off and the noise level after ingress. This is the third consecutive pass on DSS 54 for which all measurements had between +/-0.3 dB and +/-0.5 dB random fluctuations. The first pass on DSS 54 with these symptoms was on 2002/362 and noted in MGS HEA2363A.TXT. The last measurement collected by DSS 14 (occultation 17150i, start time 2003/008-19:49:00) had comparatively low max SNR and carrier levels, probably corresponding to low elevation angle.
