The fluctuations were seen over the entire recording interval, including both before telemetry turned off and the noise level after ingress. This is now the fourth consecutive pass on DSS 54 for which all measurements had between +/-0.3 dB and +/-0.5 dB random fluctuations. The first pass on DSS 54 with these symptoms was on 2002/362 and noted in MGS HEA2363A.TXT. Data were collected from both DSS 54 and DSS 25 for occultation 17158i (start time 2003/009-11:30:00). Collection by DSS 25 started about 15 minutes before the scheduled start of tracking, which probably explains the frequency ramp, low carrier levels, and low max SNR levels observed in the data. There was a -0.3 dB ramp in the free-space carrier level over the entire measurement for occultation 17162i (start time 2003/009-19:21:00) collected by DSS 45. The ramp is not seen in the noise level after ingress or before telemetry turned off. This was the first measurement of the pass.
