This applied to both the free-space carrier amplitude before occultation and noise level after ingress. Occultations affected included 17779i through 17781i (start times 2003/060-05:34:00 through 09:30:00). This problem has been observed in virtually all data collected through DSS 54 recently, and can be traced back to at least November 2002 (see HEA2331A.TXT). All six measurements collected by DSS 43 on day 059 and 060 had +/-0.5 dB random fluctuations in the free-space carrier amplitude. The first measurement from DSS 43 on day 059 also had free-space carrier levels up to 4 dB lower than expected (occultation 17772i, start time 2003/059- 15:51:00). Initially, levels were about 2 dB lower than expected, dropped to up to 4 dB lower than expected in the middle of the measurement, and returned to about 2 dB lower than expected before ingress, in addition to +/-0.5 dB random fluctuations. The fourth measurement from DSS 43 on day 059 also had carrier levels about 2 dB lower than expected, in addition to +/-0.5 dB random fluctuations (occultation 17775i, start time 2003/059-21:44:00). The last measurement from DSS 65 on day 061 had free-space carrier levels about 2 dB lower than expected with +/-1 dB random fluctuations, probably due to low elevation (occultation 17794i, with start time 2003/061-11:00:00). There was a +1 dB ramp in the free-space carrier level over the second measurement captured by DSS 45 on day 061 (occultation 17799i, start time 2003/20:48:00).
