We are currently investigating. Today's health report includes two USO stability test measurements from DSS 14 on day 065. For the first measurement, it appears that only a few seconds of data were collected, although half an hour of data collection was scheduled (orbit number 17844x, 2003/065-12:36:00 through 13:04:00). The second measurement was within normal expectations (orbit number 17845x, 2003/065-14:34:00-15:02:00). The last measurement from DSS 65 on day 064 had a -0.5 dB ramp in the free-space carrier amplitude over the measurement, in addition to carrier levels about 2 dB lower than expected (occultation 17830i, with start time 2003-064/09:36:00). There were +/-1 dB fluctuations in the free-space carrier level before telemetry turned off and during the measurement, but not in the noise level after ingress, for the first measurement from DSS 14 on day 064 (occultation 17831i, with start time 2003/064-11:34:00). The last measurement from DSS 14 on day 065 had free-space carrier levels about 2 dB lower than expected with slowly varying +/-1 dB fluctuations (on the order of ~1 minute), possibly due to spacecraft pointing.
