The change in frequency beginning on 2003-10-29 correlates with an unusually intense solar burst. Mars Odyssey 2001 went into safe mode at 0745 UTC on that date. It appears the MGS USO crystal may have been affected and that the oscillator settled in to a new reference frequency over the next approximately 5 days. As of late December the USO frequency was once again drifting at a small positive rate. The performance is stable and not a concern at this time.
