  HEA4181A.PS1:  Spectra from DSS 25 showing spurious signal about 10 Hz      
                 above the MGS carrier (1070 Hz).  Cause of the spurious      
                 signal is unknown; but there are dropouts of up to 0.5 dB    
                 in more than half of the free-space carrier measurements     
                 during this pass.  The dropouts have been seen before,       
                 but the spurious signal in spectra has not.  Each spectrum   
                 is the average of 59 s of data; spectral resolution is       
                 about 0.5 Hz.  The third (top) spectrum shows only noise;    
                 the carrier had gone two-way and moved out of the RSR
