Data acquisition and reporting have been hindered by our inability to obtain new accounts on JPL machines (including the SOPC) for both new and old people. Ray Jackson joined our staff on 3 May, specifically to help with data management. He had submitted the first round of paperwork for new accounts by 7 May and has followed up promptly when there have been requests for new information; but he has still received NO account on ANY JPL computer. Four other Stanford people began approval processes shortly after Ray; only one new account has been issued to that group (to a student who had completed the NAC process a year earlier, already had a SecurID card, and needed one new account on a machine in the Radio Science Systems Group at JPL). With normal attrition and 4-month waits to gain new access, data collection is becoming increasingly difficult -- not just for MGS, but also for the other projects we support. As of this morning Pat Dubon had agreed to help (in addition to a number of others over past months in MMO GDS). It appears that there is no single bottleneck; the new accounts process seems to be broken at several points. Remote users are particularly vulnerable because of their lack of visibility into and leverage on the system.
