That is when the distance to Mars and the sinal to noise ratio are such that the intergration time required to get valid data points is about 5 minutes and 5 or so range points can be acquired per orbit, a subset of which would be usable. Before February, a significantly longer integration times is required making it impractical to acquire an acceptable number of points with the resired accuracy. The accuracy expected in the February would be 5 meters or less, according to Pat, who had discussed this earlier with Bill Sjogren. The Project decided that this a Radio Science issue since navigation is not requiring this data type. An MCR is required to impact the request, with a good justification statement. For me to write the MCR I need the team's help me draft a few good justification sentences. Are the range data required (or just desired) in order to reconstruct orbital information (?) or help a particular solution of the field, etc. And what accuracy is required from the science point of view.
