The reason is that the original sequence (mm158b) that was command conferenced (approved) about three weeks ago did not have them configured because there was no station coverage during the orbits. Station coverage was added later (some this morning), but after a sequence is command conferenced, no changes are made to the RS measurements if the station coverage is changed. Adding coverage after a command conference is not common. Normally if a change in coverage occurs, it would be losing (not adding) coverage, but because of Odyssey, coverage was added this time. Also, if there is a gap in coverage and the coverage resumes (BOT) in the middle of an orbit, the ingress that follows is not configured for RS because this is technically 1/2 an orbit. An example was 13076i on DOY 040 over DSS-25. The sequence team said that they can go back and configure the missed orbits if we require that before the sequence command conference, but that would mean that I'd have to check each orbit in the sequence. I usually do a thorough check, but if we want the missed ingresses, I'll start checking each and every orbit which should be easier to do now since we don't have as many measurements as we did before. To give you an idea, we lost three ingresses (13027i, 13060i, and 13076i) since the end of continuos DSN coverage on DOY 030 because of this.
