Hi, Jesse: Sal Abbate has been aware of this for a couple months; and I believe the DSN also. The problem is that DSS 15 is heavily subscirbed and the engineers have been having a hard time scheduling maintenance of any type. Since the impact of this problem for radio science was not clear, attention has been continually deferred. We decided to document the problem with an ISA in hopes that it would not be forgotten. Also, the really bad days (like the 1-2 dB variations seen on 2002/329) shake us up a bit. None of the antennas should be doing this, and oscillations of this magnitude suggest a deeper problem -- of some sort.
