Fortunately, we have about 13 dB of margin at this range on a 70m, so we didn't lose telemetry data. Odyssey, which was MSPA with MGS at that time, did NOT experience a drop in signal. My quick look at both ground and MGS spacecraft data turned up nothing that could indicate MGS was transmitting less power, and AACS (Dale Howell) said that they don't think attitude knowledge or HGA pointing were in error during this period. So I don't know any reason why the signal level dropped. I'll keep looking. If you haven't opened an ISA on this, I probably should. This SNR problem was due to the ACS system having trouble converging on correct attitude knowledge during the radio science egress period. Dale is working out the details on that one right now. The egress measurements in orbit 18844 and 18845 (and the
ingress measurement in between) over DSS-63 had lower SNR
than expected.  The cause is unknown, but we are=20 investigating.
