We hadn't noticed that bit of coincidence. It turns out to be an artifact of our input data. We use Atmospheric Angular Momentum (AAM) values generated from weather prediction models at the National Weather Service (NWS). The AAM forecasts can be used as a proxy length of day (LOD) value when predicting UT1... The AAM forecasts count as "measurements" while we are combing them with other data via kalman filtering but as "predictions" in the EOP files since they are based on computer models and not on actual measurements. With the recent weather problems on the East Coast, our access to NWS AAM forecasts was down, thus changing the number of "predicted" values included in the EOP file (which is 78 days plus the number of days of AAM forecasts, usually 5). While this doesn't affect the "LAST DATUM" part of the EOP file (since this value is determined independently of AAM forecasts) it can change the total number of prediction values that follow the last datum. Although not expected to be frequent occurrence, it is possible for this to be repeated if for some reason we again lose access to AAM forecasts for more than a few days. It is merely a result of the AAM forecasts "running out" as the time tags of real measurements extend past those of forecasts. The 030919 EOP files are fine from the perspective of data fidelity and should probably be preferred in your archive over the 030916 files since they contain newer data.
