At first glance, the character of the variations suggested a weather effect. But the pattern of the variations repeats on successive occultations, so it is probably a result of spacecraft (or HGA) attitude changes. Start times for the most unstable baselines are: 1999/363T12:34:00 +/-0.5 dB ingress 1999/363T14:32:00 +/-0.5 dB ingress 1999/363T15:03:00 +/-0.5 dB egress 1999/363T17:01:00 +/-0.3 dB egress The random 0.7 dB changes in gain at DSS 25 are not present in these data. In fact, carrier amplitude on these observations is among the best ever seen (with one exception noted below). The amplitude stability in data starting at 1999/363T22:22:00 is BETTER than +/-0.05 dB over more than 6 minutes leading up to ingress. The amplitude on ONE DSS 65 occulation is also extremely stable (1999/363T16:30:00). In the data beginning at 1999/363T20:25:00 there is a 2 minute dropout about 3 minutes before ingress. The dropout began about 20:27; signal was fully restored by 20:30. Since there is nothing in the SOE to explain this, we assume the ground antenna stopped tracking. Joe Twicken has done some preliminary analysis of data collected using DSS 45 with POCA problems (e.g., 1999/363T03:17:00 - 11:18:00; see HEA9363A.TXT). When the POCA was misbehaving, there appears to be no hope of recovering the data. There are periods (up to a few minutes, some including the target occultations) when the data could be processed. But failure to obtain a good baseline before/after the geometric occultation means these have little value for science.
