The proposed OTM date is 5/6/99 (orbit 713); shortly after start of Science Campaign-A. Furthermore, NAV Team stated the effort to execute an OTM one week earlier would be considerable. It would be easier to postpone the OTM to the next monthly opportunity. Change in propellant usage due to delaying the maneuver is negligable. In my opinion, performing a manuever introduces risk of anomaly (i.e. other than desired final processing state & orbital characteristics). S/C Operations Team's stated motivation to perform the OTM is to meet Science Team needs/desires. To ensure the S/C Ops. Team makes an optimal decision, please provide me with your Team's recommendation as to whether the OTM should be performed on 5/6/99, or whether you recommend postponing it until after Science Campaign-A. All of our planning for the overlaping monoscopic and stereoscopic coverage for the campaign has been predicated on the 58.6 km repeat cycle orbit separation. At roughly 400 km altitude and with the angle-to-pixel mapping of the WA camera lenses, the roughly 60 km separation of orbits gives us the base distance demonstrated by SPOT to be optimum for stereo mapping from orbit. I was doing a lot of reconfiguring because I was helping the spacecraft team figure out what was going on with the spacecraft. I may not have set the switch back to enable data transmission for that occultation. (I did, however, make some points with the spacecraft team.) Unfortunately, if the DSP is run without sending the data to the scp or to tape, it does not record the data on its disk either. The data would not be there for a retransmission. The data were recorded on the day that normal mapping operations resumed. The occultations were 717e and 717i, recorded at DSS 34 on 1999/126. The SNR was approximately 61 dB/Hz. I did not account for motion of the HGA phase center when making the stability estimates. The duration of the baseline from which I estimated the Allan deviation was approximately four minutes.
