By my figuring 99/10/11 would be 99/284. I have no notes in my e-mail log for that day at all. I looked at the SOE (9280290B.SOE) and can find nothing unusual during the time period you identify. Could you double check the tracking station? The SOE shows DSS 34 tracking from 04:50:00 to 12:32:30. DSS 54 begins its precal at 12:00:00 but doesn't begin tracking until 13:00:00. DSS 54 is a Madrid antenna, not Canberra. Perhaps Trish has something.
