     DSS 15 starting at 1998/095-19:35:00.  Points plotted are                
     one-second averages of power in raw sample values.  Erratic              
     behavior, such as that  beginning at 19.63 hrs and continuing            
     through occultation to 19.79 hrs, has not been seen before.              
     The same behavior is visible in egress data about an hour later.         
     We rule out a spacecraft source because the behavior continues           
     into occultation.  But the current diagnostics do not distinguish
