Purpose:
Update EEPROM sequences 4B, 5B, and 9B. Sequences 4B and 5B will disable and
re-enable the fault protection for the gamma HV for a UHF test. Sequence 9B
Expected result:
The sequences will be modified. 
Why it is needed:
The fault protection must be disabled during the UHF test due to possible
corrupt data caused by the UHF transmitter. The fault protection is to be
re-enabled after the test to protect the gamma HV. The NS sequence needs to be
updated to the current settings in case the spacecraft were to enter safemode
