Purpose:
To set the HVPS 2 to power level 5, shut down HVPS1 and start HVPS2.
Expected result:
HVPS1 to turn off, HVPS2 to turn on and run at power level 5.     
Why it is needed:
This command is needed because the voltage on HVPS1 has dropped too low (835
