Purpose:
Switch to cruise mode.
Expected result:
The GRS Mode will switch to Cruise from Mapping.
Why it is needed:
When the S/C stopped sending valid equator crossing commands, all immediate
internal sequence commands not initiated by an analog table trigger became
stuck in the delayed command queue.  The delayed command queue has been
cleared, and the change to Cruise Mode will allow immediate internal sequence
