Copy to S/C in above Expected result: When executed the GRS will properly start the anneal process. Why it is needed: On Jan 6th the anneal process failed due to immediate sequence commands getting stuck in the delayed command queue. This occurred because the GRS was not receiving valid equator crossing messages, which lead to pixels incrementing to 30000 but imm cmds in seq's would go to next orbit if pixel > pixels_per_orbit.
