Purpose:
Reset LANL HVPS2 to level 4, followed by a standard dump.
Expected result:
LANL HVPS2 will switch from voltage level 5 to 4, and after that a nominal set
Why it is needed:
LANL HVPS2 voltage is lower than expected due to rising temperature as we
approach perihelion, and this action will result in an approximate +40 volt
shift, returning the HVPS2 voltage to a level closer to nominal, such that
