Purpose:
To set the Neutron Sensor's HV1 and HV2 to level 5, and to stop the GPA
Expected result:
NS HV 1 and 2 levels will change from 7 to 5.
GPA temp readings will no longer be in eng.
A standard set of dumps will be generated.
Why it is needed:
NS high voltage needs to go back to level 5 after safemode recovery.
GPA temps invalid since Gamma subsystem off.
Dumps provide verification through the analog table.
