Purpose:
Change HVPS2 power setting from its current value, level 4, to level 3.
Expected result:
HVPS power setting is level 3.
Why it is needed:
Analysis of data from MONS indicates that a recent droop in MONS HV may be
causing data peaks to fall too close to the analog electronics cut off point.
Increasing HVPS2 may correct this problem. Situation will be re-evaluated
