Purpose:
Return the HVPS2 power to level 4.
Expected result:
HVPS2 power will be at level 4.
Why it is needed:
HVPS2 was raised to level 3 to judge whether this action would cause MONS
peaks to fall farther away from the analog electronics cut-off point.  As part
of the analysis for setting a long term level, the power will be set back to
