Purpose:
Characterize performance of NS high voltage power supply to be able to select

NS power supply will cycle through settings 2/3, 1/3, 1/4, and then return to
Why it is needed:
Since safe mode, the power supply output has slowly dropped from ~935 to ~915
and we may need to command a different setting soon to remain close to the
